Contractor Umbrella News: Liz Barclay named as new Small Business Commissioner
Liz Barclay, an experienced business advocate and former journalist, has been named as the first female Small Business Commissioner with the task of tackling late payments.
With SMEs accounting for two-thirds of UK private sector employment and more than half of business turnover, late payments can really damage their income, which can lead to job losses and business closures.
Recent research from the Association of Independent Professionals and the Self-Employed (IPSE) has shown that 36% of self-employed workers have been affected by an increase in late payments during the pandemic.
From today, contractors will have to take on self-employed people they use consistently as PAYE staff. Those that are unprepared will face trouble with HMRC, a tax expert has warned.
The IR35 change was announced in 2018 and large contractors are understood to have done extensive preparation for the new rules, according to Brendan Sharkey, partner at accountancy MHA MacIntyre Hudson. Some smaller firms are yet to get to grips with the new rules though, he warned. “It’s only when they’ve read about it in the press, got their heads around it, and thought, ‘you know, I think we’re sitting on a problem’,” he said.

The Association of Independent Professionals and the Self-Employed (IPSE) claims the government’s decision to press ahead with the private sector roll-out of the IR35 tax avoidance reforms risks “undermining the UK’s contractors at the worst possible time”.
The reforms are designed to clamp down on tax avoidance and disguised employment by limited company contractors that essentially work as employees for the private sector firms they are hired by.
