Transmission firm National Grid Corporation of the Philippines (NGCP) has been engaging industry stakeholders for inputs into the 20-year transmission development plan (TDP) that it is currently crafting to guarantee reliable electricity services, including the need to spare consumers from suffering unwarranted blackouts.
The company has shifted its ongoing public consultation process for the TDP through a virtual platform given the continued quarantine protocols being enforced in all parts of the country.
NGCP said it has been seeking inputs from all relevant industry players and stakeholders in Luzon, Visayas and Mindanao grids for the 2021-2040 TDP; and it carried out virtual public consultations within January to February this year.

At least 13 new customers – mostly buildings and water pumping stations in Metro Manila that include Maynilad Water Services Inc. – have switched electricity suppliers following the threshold lowering of the Retail Competition and Open Access (RCOA) policy by February this year.
In a briefing with reporters, Jonathan Dela Viña, market operations development manager of the Independent Electricity Market Operator of the Philippines (IEMOP), indicated that the new retail customers applied for switching in January and their switch to retail electricity suppliers (RES) had already been processed this month.
The new power retail customers are end-users within the 500-kilowatt (kW) threshold, of which switch to contestability was enforced by the ERC this year. As a contestable customer, the end-user can directly contract with a retail electricity supplier for the volume, rate and package of services that it prefers.

MSPs provide equipment for metering installation and make reports to metered trading participants in the wholesale electricity spot market (WESM). The WESM is where generators sell excess power not covered by contracts, and where customers can buy additional output on top of these contracts.
In a Feb. 22 advisory, PEMC announced to market participants that it started monitoring MSPs since the start of the January billing month.
“PEMC and IEMOP agreed on a transition plan for the conduct of the MSP performance rating. In the said transition plan, IEMOP will complete the monitoring of MSP performance until CY (calendar year) 2020 and PEMC will assume the function effective CY 2021,” PEMC said in its advisory.
