FRANKFORT, Ky. (LEX 18) â A Franklin Circuit judge has granted a temporary injunction to stop the implementation of three bills that would limit Gov. Andy Beshear s COVID-19 powers.
Franklin Circuit Court Judge Phillip Shepherd has temporarily blocked three new laws - HB 1, SB 1, SB 2 - which limited Gov. Andy Beshear s emergency powers.
