Massachusetts Governor Charlie Baker, Connecticut Governor Ned Lamont, Rhode Island Governor Gina Raimondo and Washington, D.C. Mayor Muriel Bowser signed a Memorandum of Understanding (MOU) committing to a multi-state program they say will reduce motor vehicle pollution by at least 26 percent and generate over $1.8 billion in Massachusetts by 2032.
