Congress will likely try to move forward with drug pricing legislation although President Joe Biden excluded such changes from his latest economic policy proposal. Biden called on Congress in his joint address Wednesday night to enact health care legislation this year that would expand Medicare and allow the massive program to negotiate drug prices. But the White House and Democrats on Capitol Hill disagree on whether to include it in the upcoming legislative push on family aid, which could be one of the last major bills to move this year besides spending legislation.

Texas law enforcement agencies would be required to implement more uniform and substantiative disciplinary measures for officer misconduct. The police reform bills would also bar officers from arresting people for fine-only traffic offenses and require corroboration of undercover officer testimony, according to a Texas Tribune report. State Rep. Senfronia Thompson said that disciplinary measure was about fairness and accountability. Thompson was the lead author of the bills and the omnibus George Floyd Act.

The Democrats’ twin victories in the Georgia Senate runoffs gave them a tenuous majority. With the upper chamber balanced at 50-50, Democrats’ ability to exert control depends on their ability to hold all of these seats in 2022 (and the vice presidency, which is guaranteed through 2024). Can they do it? History might suggest no. The phenomenon of midterm loss is well-established for the House of Representatives: The president’s party has lost ground in every midterm election dating back to the end of Reconstruction save for three: 1934, 1998 and 2002.  All three of those elections took place in unusual circumstances, where presidents had job approvals approaching or exceeding 70% (we presume this was the case in 1934).
