Dodd’s ‘protect democracy’ bill clears Senate committee Sen. Bill Dodd FAIRFIELD A bill designed to “protect democracy” from “faithless” votes in the Electoral College has cleared a committee in the state Senate. Senate Bill 103 is authored by Sen. Bill Dodd, D-Napa. It is sponsored by the bipartisan California Commission on Uniform State Laws and was approved Monday by the Senate Elections Committee on a 5-0 vote. It heads next to the Appropriations Committee.
