The inflection point comes as senators have been working behind the scenes for weeks to try to advance a two-track infrastructure strategy a bipartisan bill and Democrats’ go-it-alone $3.5 trillion plan before they leave for a lengthy summer break that’s scheduled to start in a matter of weeks.  The snag:  Facing a time crunch, Schumer has scheduled a vote for Wednesday to tee up debate on the bipartisan group’s $1.2 trillion plan and get the process moving.  But with Republicans vowing to block the Senate from moving forward as negotiators still try to finalize their agreement, Schumer will need to make a decision about what to do after the failed vote.

White House press secretary Jen Psaki rejected the “superspreader” label. She said that was “not a characterization we’re making here” and praised the Texas Democrats for drawing attention to H.R. 1, the far-reaching Democratic elections bill stuck in the Senate. “Our message continues to be ‘thanks for standing up for voting rights and the rights of Americans to have their voice heard at the voting booth,’ and we appreciate their efforts in that regard,” Ms. Psaki said at the White House press briefing Tuesday. At this point, however, the nearly 60 Texas House Democrats who absconded from the state July 12 to break quorum and prevent an elections bill from passing the Republican-controlled House may have become more of a liability than an asset.

Republicans set to filibuster unfinished infrastructure deal as Dems rush to vote

The frenetic pace underscored the short time lawmakers have to finish the bill before leaving Washington for a month-long vacation in August. Republicans argued that it was unfair to push for a vote when bipartisan negotiators have yet to finalize a deal. Such opposition could be fatal in a vote that requires the support of at least 10 Republicans for the legislation to survive. At least four Republicans, including two central to crafting the deal, are signaling they will vote against the motion to start the debate if the package is not finished. “There’s absolutely no reason why he asked to have the vote tomorrow, and it does not advance the ball,” said Sen. Susan M. Collins, a Maine Republican at the forefront of the talks. “It does not achieve any goal except to alienate people.”
