Kansas Senate Majority Leader Gene Suellentrop was arrested on Tuesday morning on charges of attempting to escape arrest and driving under the influence.
After being arrested just before 1 a.m., Suellentrop was released from Shawnee County Detention Center in Topeka early Tuesday morning. Suellentrop, 69, was charged with driving under the influence, attempting to flee arresting officers, speeding and improperly crossing a divided highway. Suellentrop was booked at 3:55 a.m., and appeared in court by 10:40 a.m.
A lengthy bill overhauling Kansas emergency management laws in light of the COVID-19 pandemic passed out of the Kansas Legislature on Tuesday and will head to the governor s desk.
The bill, a compromise between the House and Senate, deals with multiple issues and was a product of days of intense negotiations between the two chambers. This was probably the most extreme example of compromise that I ve seen in my seven years, said Rep. John Carmichael, D-Wichita. When we started out on this . I thought there was no way we ever would reconcile the House and Senate versions.
Both versions had the primary aim of placing restrictions on Democratic Gov. Laura Kelly s emergency powers by the Republican-majority-GOP Legislature but went about significantly different ways to do it. The Senate version was also the only one to put limits on COVID-19 orders issued by local and school authorities.
There were 55 votes in favor of the Back to School Act, and 69 votes against.
While the 39 Democratic members mostly voted against Senate Bill 235, Republicans were split. At least 25 of the 86 GOP members voted no.
The bill s failure came as a surprise to many, as the act was personally being backed by Senate President Ty Masterson, R-Andover. Only one Republican had voted against his bill in the Kansas Senate.
Masterson and proponents had called the Back to School Act as necessary and important, after many schools in the state and nationwide moved to hybrid or remote learning due to the COVID-19 pandemic. They said that remote learning had harmed many students emotionally and mentally.
