Published January 13, 2021 8:25pm The House Committee on Constitutional Amendments on Wednesday resumed its deliberations on the proposed amendments to the restrictive economic provisions to the 1987 Constitution. The said amendments are contained in Resolution of Both Houses No. 2 authored no less than by Speaker Lord Allan Velasco. In resuming the so-called economic Charter change (Cha-cha), both Velasco and House panel chair Alfredo Garbin Jr. had one thing in mind: lifting the restrictions in the economic provisions in the Constitution would help the country rise from the impact of the COVID-19 pandemic. Still, some critics from both Congress and the public in general questioned the timing of the hearings amid the global health crisis, while others expressed fear that this would only pave the way for the introduction of political amendments to the Constitution like term extension for some elected officials or lifting their term limits.
Senate President Vicente Sotto III said Wednesday he is inclined to support the passage of the measure seeking to create a separate Department of Overseas Filipinos (DOFil) as it jives with the bill seeking the rightsizing of the government bureaucracy.

At least 30 business organizations are signing a Joint Statement of Support calling for the immediate passage of the long delayed Corporate Recovery and Tax Incentives for Enterprises (CREATE) Bill with all the critical features to boost businesses and attract more investors into the country.

Published January 11, 2021 1:31pm There is no need to amend the party-list system under the 1987 Constitution to address the claim that some party-list organizations are supporting communist rebels, as this issue can be simply taken up with the Commission on Elections (Comelec). House Committee on Constitutional Amendments chair Alfredo Garbin Jr. made the remark on Monday after President Rodrigo Duterte supposedly wanted an amendment to the party-list system in the 1987 Constitution to help address the problem with communist rebellion. In a virtual interview with reporters, Garbin believes that the President s concern with party-list organizations is that some are allegedly being used by the Communist Party of the Philippines (CPP) and the New People s Army (NPA) to espouse violence to bring down his administration.
