Washington, D.C. – May 13, 2020: Kate Beale is joining Crowell & Moring and Crowell & Moring International LLC (CMI), bringing more than two decades of U.S. and international experience leading global health, international trade, investment, and economic policy in Congress, the Obama-Biden administration, foreign markets, and in C-suites across Global Fortune 500 companies.
Beale will be senior policy director in the firm’s Government Affairs practice and a director with CMI, the firm’s global public policy affiliate. Military sexual assaults increased slightly in 2020, according to annual report By Eleanor Watson

The Department of Defense saw a small increase in reported sexual assaults in 2020, according to an annual report released Thursday. The report shows 6,290 reported sexual assaults that occurred during military service, a 1% increase from 2019.
The 2020 report occurred as bases and commands grappled with COVID restrictions, and it is unclear what impact the pandemic had on reporting.
The pandemic did, however, halt the prevalence survey the Department does every two years to estimate how many incidents occur, not just how many are reported. The most recent survey in 2018 estimated that about 20,500 service members experienced some kind of sexual assault.

Recent legislation proposed by Senator Kirsten Gillibrand (D–NY), the Military Justice Improvement and Increasing Prevention Act, if passed, would strip the authority to decide whether to prosecute sexual assaults and other serious crimes such as murder and manslaughter from commanders and give it to military prosecutors.REF
Since the founding of the American military, commanders, who are not lawyers, have had the authority to refer charges to courts-martial in order to enforce good order and discipline. Those commanders are advised by military lawyers, but the decision to send a case to a court-martial is theirs alone.
