More than 40 percent of the 27 graduates are Black, making it the second straight time a class has been 40 percent Black. The last two classes were each hired under Syracuse Fire Chief Michael Monds and helped the city make good on an agreement it reached in federal court 40 years ago to make at least a quarter of its hires Black.
