House Democrats passed legislation that would make Washington, D.C., the 51st state on Thursday, but the measure will likely fail in the Senate.
The bill passed along party lines with a vote of 216 to 208, with no Republicans voting in favor. D.C. has more than 700,000 residents larger than the population of Wyoming but no voting representation in Congress.
“This country was founded on the principles of no taxation without representation and consent of the governed. But D.C. residents are taxed without representation and cannot consent to the laws under which they as American citizens must live,” said Eleanor Holmes Norton, who represents D.C. in Congress as a non-voting delegate.
