New Concord: Officials discuss re-opening village hall Niki Wolfe Correspondent for the Daily Jeffersonian NEW CONCORD New Concord village officials, along with Dr. Jack Butterfield, medical director of the Zanesville-Muskingum County Health Department, discussed re-opening village hall at a recent council meeting. No date for the reopening has been set.  It still makes sense to continue doing everything you have been doing, Butterfield said regarding the closure of village hall to the public. Now is not the time to say everything is better and stop wearing masks and social distancing. It was at the recommendation of Butterfield and the health department that village hall closed to the public in December when the COVID-19 cases were at an all-time high in Muskingum County. He said village government can continue without being open to the public.
