Richard Nowak, a plainclothes sergeant and the supervisor of Barnegat’s Crime Reduction Unit, pulled Victoria Martinez out of her car and threw her to the ground during a traffic stop on March 28, 2019, according to a lawsuit and the criminal complaint.
“I can’t believe men get away with treating women like this,” Martinez shouted at the officers, body-worn camera footage shows. “You’re a horrible person.”
Martinez filed a federal lawsuit Jan. 11 against Nowak and other officers, charging they used “excessive and unreasonable force” during the stop. Nowak declined to comment when reached by phone at the police station, but denied any allegations of excessive force in court records.
