Roy Cooper, Catherine Truitt, the state Superintendent of Public Instruction, Eric Davis, chairman of the state Board of Education, and Mandy Cohen, secretary of the state Department of Health and Human Services, announced new guidance for the state’s 115 school districts on Tuesday, urging each to offer in-person instruction.
