New report calls into question benefits of RSE scheme Newshub 2 hrs ago James Fyfe © Getty The scheme allows employers in the horticulture industry to give seasonal jobs to workers from nine Pacific countries A new report looking at the benefits of New Zealand s seasonal migrant schemes in the horticulture industry has found little good evidence recent large increases in temporary workers have boosted long-term productivity for the sector. The report by the New Zealand Institute of Economic Research (NZIER) examined the effect of increased temporary migration to New Zealand on the industry.  It concluded that while there were some positive impacts from the recognised seasonal employer (RSE) programme, claims the RSE scheme constitutes an unquestioned triple win for the workers, their employers and the New Zealand economy as a whole are hard to support based on the evidence collected to date .

Influx of low-wage, low-skilled workers grows scale but not productivity: report

NZIER report questions value to NZ of seasonal workers including those on the RSE programme. There is no proof that a large influx of short-term migration to fill labour gaps, including those that come from the islands to pick fruit and vegetables each year, are contributing to increasing New Zealand’s productivity statistics – and some evidence that there are net negatives to such visa schemes.  That is the topline of a report released this morning by the New Zealand Institute of Economic Research (NZIER) called Picking Cherries, which outlines the scant evidence available for the known impacts so far of seasonal, temporary migrant workers on the New Zealand economy, with a particular focus on horticulture.
