“This resolution supports two bills that are pending in the legislature which would make police disciplinary records public, police internal affairs records subject to the Open Records Act … These investigations have no oversight whatsoever,” said CJ Griffin, an attorney who said she was speaking as a Ward E resident during last night’s public portion.
She continued that between 2015 and 2019, the Jersey City Police Department’s Internal Affairs Unit sustained one out of 30 excessive force complaints, zero out of eight discrimination complaints, with only 21 of 597 excessive force complaints sustained across Hudson County over the past decade.

Proposed redevelopment along Jersey City waterfront near Liberty State Park: The Cove. (Ennead Architects rendering)
A joint venture between Argent Ventures and the Canadian-based H&H Real Estate Investments Trust is in the preliminary stages of transforming 18 acres on the Hudson River waterfront of Jersey City, N.J., into The Cove, a $3 billion mixed-use campus.
Favorable zoning allows for multiple uses at the new development, including residential, office, retail, hotel, laboratory and research facilities. As a result, The Cove will offer 1.4 million sq. ft. of lab and office space for life science and other tech users at rental rates lower than those found across the river in Manhattan.
Jersey City Cove site makes progress
Jersey City Cove site makes progress × The $10M remediation project encompasses the 18-acre site along Aetna Street and Jersey Avenue just northwest of Liberty State Park.
Land-use consultancy Dresdner Robin has completed the $10 million first phase of remediating an 18-acre brownfield site dubbed The Cove, one of the largest development sites in downtown Jersey City.
The site, currently consisting of vacant former industrial land bisected by a tidal ditch that receives combined sewer outfall, will become a mixed-use campus with residential, retail, and life sciences laboratory components.
The Cove is a joint effort among Argent Ventures, the Jersey City Redevelopment Agency (JCRA) and the Jersey City Municipal Utilities Authority (JCMUA) that aims to mitigate combined sewer overflows and provide tidal flood resiliency for portions of downtown.

The source of the problem was right on top of their school. Every time there was a storm, rainwater from the roof would flow into one storm drain until it was full, and then the excess water would flood the street in front of PS5. It was so bad that parents and buses had to navigate around the water. Teachers moved their parked cars away from the school to avoid flooding.
“When a thunderstorm was forecasted you knew there were certain areas not to park,” recalls Albert Padilla, former science teacher at PS5, which serves pre-K to 8th grade, and now Science Supervisor for the School District of Jersey City.
