An HILF is something that has happened before, but only rarely, or has only happened somewhere else, compared to where you live.
The mistake, of course, is to conclude “it will never happen here” or “it cannot happen here,” an attitude which only works until it does happen.
Depending on the type of hazard, people will usually say, while it’s happening, some version of “We need to do something about this!” or “We need to change things.”
But once the hazard passes, the attitude typically becomes, “Oh well, we just had one, it will be another 100 years until we have another. I will be dead by then and this will be someone else’s problem.”
