According to Brussels, it is now time to allow entry into the EU not only to all persons coming from countries with a good epidemiological situation but also to all people who have received the last recommended dose of an EU-authorised vaccine (or vaccines having completed the WHO process – the Commission proposed). These people would have the right to enter without presenting a negative PCR test or undergo quarantine. Certificates issued by Member States will be required before the Digital Green Certificate becomes operational. The European Commission put forward a proposal on Monday to expand the list of countries whose citizens may visit the European Union for nonessential reasons as long as they have a good COVID-19 situation or if the individuals are vaccinated.
The EU currently recommends allowing touristic and nonessential travel to its 27 member states to citizens of seven other countries. The Commission is hoping to ease restrictions for more countries.

BRUSSELS The EU s executive branch proposed Monday to ease restrictions on travels to the 27-member bloc as vaccination campaigns keep gathering speed.
Travel to the EU is currently extremely limited except for a handful of countries with low infection rates. But with the summer season looming, the European Commission hopes that the new recommendations will help dramatically expand that list.
The European Commission (EC) said on May 3 that it was proposing that European Union countries ease the current restrictions on non-essential travel into the EU to take into account the progress of vaccination campaigns and developments in the epidemiological situation worldwide.
The Commission proposes to allow entry to the EU for non-essential reasons not only for everyone coming from countries with a good epidemiological situation but also everyone who has received the last recommended dose of an EU-authorised vaccine.
This could be extended to vaccines having completed the WHO emergency use listing process, the EC said.
In addition, the Commission proposes to raise, in line with the evolution of the epidemiological situation in the EU, the threshold related to the number of new Covid-19 cases used to determine a list of countries from which all travel should be permitted. This should allow the Council of the EU to expand this list, the EC said.
