As the end of eviction moratoriums loom, Austin animal shelters are seeing an increase in the number of pet owners requesting to surrender their animals.
At Austin Animal Center, the city s shelter, more than 100 animals were on the waiting list to be surrendered as of Tuesday, said Jennifer Olohan, spokesperson for the center. At one point, the list was at 275 animals.
Olohan said pet owners are anticipating the end of eviction moratoriums, which began last year as the coronavirus pandemic led to job losses and furloughs across the country.
In April, Travis County Judge Andy Brown and Austin Mayor Steve Adler extended their eviction moratorium orders to last until Aug. 1. But starting June 1, Austin and Travis County landlords can issue a notice to vacate to residents who have not paid rent in five months or longer, and have exhausted all assistance remedies.

Both Austin Mayor Steve Adler and Travis County Judge Andy Brown have orders in place through August 1 that prevent most tenants from being evicted for non-payment of rent. Beginning June 1, landlords in Austin and Travis County will be able to file written notices to evict for tenants who owe more than five months of unpaid rent and have exhausted all options for rent relief.
Neither Brown’s nor Adler’s orders will be affected by the federal ruling, according to representatives from the county and the mayor’s office. Both the city and the county have rental assistance programs funded through federal dollars aimed at helping Austin residents stay in their homes. The county’s $10.7 million program opened to applications April 19, and the city’s $25 million program has been open since March.

The new orders have been modified to address the backlog of unpaid rent some Austin landlords may have.
Beginning June 1, officials say landlords are no longer prohibited from filing a Notice of Eviction if their tenant has unpaid rent for five or more months and has exhausted all rental assistance remedies. We have used these eviction protections as an important tool to keep our community safe and housed as part of our COVID-19 response, said Travis County Judge Andy Brown. We now have additional significant investments in rental assistance for tenants and landlords, and this modified order encourages our community to apply for rental assistance before someone can be evicted.
