Biden Proposes $6 8 Billion For Corps Civil Works Program

The Biden administration has proposed a 12.9 percent funding cut for the U.S. Army Corps of Engineers civil works program, prompting pushback from an influential Democratic ally. Rep. Marcy Kaptur (D-Ohio), chairwoman of the House Appropriations Subcommittee on Energy and Water Development and Related Agencies, expressed reservations during a hearing held several days before the official release of the administration’s full budget. “We’re making progress in the request, but it is still $1 billion of decrease from last year’s enacted level,” Kaptur said. She said she was looking forward to working with the administration to ensure the Corps receives the necessary support to keep communities safe and prosperous.

TSCA/FIFRA/TRI EPA Announces Univar Solutions USA Will Pay $165,000 For FIFRA Violations:EPA announced on April 19, 2021, that Univar Solutions USA, Inc. of Portland, Oregon, will pay a $165,000 penalty for violating the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) when it failed to label properly its “Woodlife 111” pesticide, which is used as a wood preservative. EPA notes that under FIFRA, “a pesticide is misbranded if, ‘ the labeling accompanying it does not contain directions for use which are necessary … to protect health and the environment’ and if ‘… the label does not contain a warning or caution statement which may be necessary … to protect health and the environment.’” According to the press release, EPA alleged that between approximately January 1, 2017, and December 31, 2018, Woodlife 111 labels “omitted several required sections important for the protection of the handler and for the environment, including user safety requirement

DNR announces $385,000 in funding to reduce diesel engine emissions WI DNR The Wisconsin Department of Natural Resources (DNR) is now accepting applications for projects that reduce diesel emissions and improve Wisconsin’s air quality and human health. Approximately $385,000 of funds are available to reduce emissions from eligible diesel engines across the state. The U.S. Environmental Protection Agency (EPA) began awarding clean diesel grants in 2008 under the Diesel Emissions Reduction Act (DERA), a grant program created by Congress as part of the Energy Policy Act of 2005 to reduce emissions from older diesel engines. While aging diesel engines often remain reliable, they produce more pollution than newer engines. The DERA program has helped improve Wisconsin’s air quality by reducing emissions that contribute to fine particulate, ozone and carbon monoxide levels.
