Apr. 6 SOUTHLAKE A Tarrant County grand jury indicted the Carroll school board president and vice president on charges they violated the Texas Open Meetings Act by sending text messages concerning a proposed diversity plan.
The grand jury indictment says that Michelle Moore and Todd Carlton knowingly engaged in communications outside of a meeting about the district s Cultural Competence Action Plan.
The indictments stem from a lawsuit that Southlake parent Kristin Garcia filed last year alleging that the board members communicated about the district s diversity plan through text messages. The lawsuit claims the communication was about board business which was not conducted during an authorized meeting.

After a months of controversy surrounding Southlake’s plan to address diversity and inclusion in schools, two Carroll trustees were arrested on a charge of violating the Texas Open Meetings Act, according to a Fox 4 news report.
Carroll ISD Board president Michelle Moore and vice president Todd Carlton were indicted in Tarrant County and are accused of deliberating outside of a designated meeting, the news outlet reported.

Opinion: Public’s right to know should be front and center, especially now

With state lawmakers immersed in the COVID-19 pandemic response and Texas’ electricity failures, the public’s access to information must be at the forefront of the Legislature’s actions. Information allows citizens to watch over their government, to speak out and to ask questions.
There’s no better time than Sunshine Week, which runs this week, to emphasize the importance of the people’s right to know. Fortunately, lawmakers in both political parties are working to enact timely transparency legislation.
