DETROIT, MI Detroit Mayor Mike Duggan on Tuesday announced two additions to his administration, naming former State Treasurer Jay Rising as the city s Chief Financial Officer and hiring former Detroit Receiving Hospital CEO Dr. Iris Taylor as the Detroit Health Department s new nursing director.
Rising replaces Dave Massaron, who left for the state s budget director position. Taylor takes over a position in the city s health department that has been vacant since August 2019.
Duggan said Risin, who has worked under three governors in Michigan as well as a cabinet secretary for Gov. Gretchen Whitmer, is the most knowledgeable person in Michigan on federal and state funding and will be enormously valuable.
A 20-year-old man charged with felony murder in the death of his infant son is asking for Macomb County prosecutors to deviate from its no-plea policy in this type of case.
Attorney Richard Taylor, representing defendant Laquan K. Williams, submitted the request for a plea deal that could result in lower charges than felony murder and first-degree child abuse. Felony murder carries an automatic penalty of life in prison without parole.
Williamsâ 3-month-old son last April 10 was taken by ambulance from a Warren motel to Ascension Macomb Hospital in Warren and transferred to Detroit Receiving Hospital, where he died from blunt-force trauma, according to Warren police.

As the Midwest experienced a fall surge of coronavirus, Ohio and Michigan had almost identical trendlines from mid-October through mid-November in their daily average of new COVID-19 cases.
Then third week of November, the trendlines began to diverge. Michigan’s numbers largely plateaued before trending down in December. Ohio’s caseload has continued to go up.
Ohio now ranks third in the country its seven-day average of new coronavirus cases per capita, according to a ranking by the Harvard Global Health Initiative. Michigan is 36th.
