Bannon, rapper Lil Wayne, GOP fundraiser Elliot Broidy and former Detroit Mayor Kwame Kilpatrick were among the notable figures to receive clemency, along with dozens of lower profile individuals whose cases were raised by criminal justice reform advocates, The Hill reported.
