Ms. Bachelet published a scathing report casting a spotlight on the litany of human transgression of economic, social, cultural, civil and political rights endured by people of African descent   on a daily basis and across different territories and dominions.  “The status quo is untenable,” Commissioner Bachelet wrote in her report. “Systemic racism needs a systemic response.
