ALBUQUERQUE, N.M. Is there a quota system being used by New Mexico State Police (NMSP)? State Police Officer Tony Fetty thinks so. However, NMSP Chief Robert Thornton firmly disagrees.
“Officers in our district, and around the state, they’re being targeted with a quota system for arrests and citations,” Officer Fetty said. “And it’s wrong.”
Officer Fetty says NMSP leadership isn’t being transparent, even to officers, about the specific number of citations each officer needs to hit every month, but said they’re being disciplined if they don’t write enough of them.
Emails provided to KOB 4 by Fetty show that his superior had threatened to discipline Fetty if he didn’t write more citations.

The bodies were found in a red pickup truck, left to rot in the dry air of the high desert.
Two of the four corpses had been dismembered. Three were stuffed in plastic storage totes.
And a killer had vanished in the badlands of New Mexico.
The pickup had been dumped in an airport parking garage at Albuquerque International Sunport, hidden in plain sight beneath two burned out streetlights on the top level. But the smell of death gave it away some 48 hours later.
