Newsom declares drought emergency - but only for Sonoma and Mendocino counties

Newsom declares drought emergency - but only for Sonoma and Mendocino counties FacebookTwitterEmail A depth gauge stands partially exposed at Briones Reservoir in Orinda on Feb. 28, 2021.Stephen Lam / The Chronicle SACRAMENTO Gov. Gavin Newsom on Wednesday declared a drought emergency for Sonoma and Mendocino counties, but resisted calls to issue a statewide proclamation at least for now. Newsom’s emergency order primarily affects communities and water districts in the Russian River watershed, which includes the cities of Santa Rosa, Ukiah and Sebastopol. Some 360,000 people live in the area. The governor’s order gives the state Water Resources Control Board the power to curtail some users’ rights to divert water from the river, a measure designed to preserve supply for homes and other priority users. It is the first such declaration following two years of minimal rainfall that have dried out much of California.

(Robinson Kuntz/Daily Republic) Proposed bond legislation clears Assembly Ag Committee FAIRFIELD A proposed $3.3 billion bond that proponents argue will “accelerate California’s economic recovery and build a healthier, more equitable and resilient food and farm system,” cleared the Assembly Agriculture Committee Thursday. Assembly Bill 125 – the Equitable Economic Recovery, Healthy Food Access, Climate Resilient Farms and Worker Protection Bond Act  – cleared the committee on a 10-0 vote. “Covid-19 has exposed many vulnerabilities and inequalities in our state’s food supply chain and infrastructure, and AB 125 will get at the heart of these issues,” bill author Assemblyman Robert Rivas, D-Hollister, said in a statement released by the California Climate and Agriculture Network, one of 15 sponsors.

Changes to Shasta water release designed to protect salmon

Changes to Shasta water release designed to protect salmon RIO VISTA The U.S. Bureau of Reclamation on Sunday will begin releasing warmer water from the upper layers of the Shasta Reservoir directly into the Sacramento River to maintain flows, while saving colder water for the winter-run Chinook salmon migration. “The only remaining population of winter-run Chinook salmon in the Central Valley is in the Sacramento River downstream of Shasta Dam,” David Mooney, Reclamation’s Bay-Delta office manager, said in a statement released Friday. “Last year, despite dry conditions, we effectively shaped cold water for higher survival rates, but other factors reduced survival to very low levels. Protecting egg incubation in this second year will help support this endangered species for the future.”
