Virginia is for animal lovers. According to the Humane Society of the United States (HSUS), on Friday, Virginia Governor Ralph Northam signed bills into law that ban new cosmetics animal testing and the sale of animal-tested cosmetics in the state. Kaye Kory, the new law will go into effect on Jan. 1, 2022. After this date, the sale of cosmetics tested on animals is prohibited in Virginia, reports the Virginia is the fourth state to enact this type of ban.  In 2018, California became the first state to prohibit animal-tested cosmetics; Nevada and Illinois approved similar measures in 2019. Virginia becomes fourth state to ban sale of newly animal tested cosmetics

Virginia will join California, Nevada and Illinois in ending the sale of newly animal-tested cosmetics. Introduced by Sen. Jennifer Boysko and Del. Kaye Kory, the new law will prohibit the sale of any cosmetic product that has been tested on animals after Jan. 1, 2022. The new cruelty free cosmetics law mirrors what has become a state model born out through concerted efforts by Cruelty Free International and the U.S. cosmetics trade body, the Personal Care Products Council. These efforts are also helping to shape federal legislation of the same name. Virginia legislators have been at the forefront of federal legislation too. In 2013, Virginia Congressman Jim Moran introduced the first federal Humane Cosmetics Act and his successor, Congressman Don Beyer, has championed the legislation with support across Congress and across party lines.

PCPC worked closely with animal groups to come up with strong language for the Humane Cosmetics Act, demonstrating that the United States cosmetics industry is ready to move away from the animal testing.
