Press release Ireland’s first female Brigadier General Maureen O’Brien appointed by the United Nations as Deputy Military Advisor in the Office of Military Affairs, Department of Peace Operations   The United Nations has announced the appointment of Maureen O’Brien to the post of Deputy Military Advisor in the Office of Military Affairs, Department of Peace Operations. This appointment is at the rank of Major General. Image: Maureen O Brien 03 The role of the Deputy Military Advisor is to assist and support the Military Advisor in all his/her responsibilities, specifically in the provision of generic and mission-related military advice on a wide variety of issues to the Secretary-General, the Department of Peacekeeping Operations, to the Force Commanders and Chief Military Observers in the field, to other departments within the UN Secretariat and to other United Nations Agencies.

Share Major-General (retired) Henry Anyidoho served as the Deputy Force commander and Chief of Staff for UNAMIR in Rwanda. He has also served in international peacekeeping operations in Lebanon, Liberia and Cambodia. Following his time in Rwanda, he was posted to the Ministry of Defense in Ghana. He served as the Chairman of the Ghana Telecom Board of Directors and is the author of the book, Guns over Kigali (1997). Michael Barnett served as the political officer at the US Mission to the United Nations assigned to cover Rwanda in 1994. His 2003 book, Eyewitness to a Genocide: the United Nations and Rwanda, draws on his experiences from this period. Barnett is currently a member of the Council on Foreign Relations and a University Professor of International Affairs and Political Science at The George Washington’s Elliott School of International Affairs in Washington, DC.

Rafael Peralta

Biography Rafael, a national of Spain, has served in the United Nations for more than 15 years in different duty stations, with wide-ranging experience at the intersection of peace and security, and has a background in diplomacy, inter-agency coordination, the environment, and sustainable development. Rafael joined UNEP in May of 2018 as Deputy Chief of Staff then served as Acting Chief of Staff since January 2019 until he was appointed as Chief of Staff in April 2021. Prior to joining UNEP, Rafael served as a Senior Political Affairs Officer at the Department of Peacekeeping Operations in New York where he worked in support of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic. Previously, he served as a Political Affairs Officer in New York working on Haiti, Somalia and other dossiers.
