Jeana Olinger s late husband, Kyle Olinger, will be among those honored Friday at the annual Fallen Heroes Day ceremony at Dulaney Valley Memorial Gardens. Oh, it s very special. I mean, he wouldn t think so. He did what he loved to do, said Jeana Olinger. Kyle Olinger was a Montgomery County police officer in 2003 when he was shot during a car stop. He was left paralyzed and died in 2019 from complications.

Credit: Spell Family A Baltimore City Police officer whose 1974 death led to the requirement that all officers wear bulletproof vests will be among the honorees at this week s Fallen Heroes Day Ceremony at Dulaney Valley Memorial Gardens. Officer Milton Spell was shot and killed on August 15, 1974, as he stopped a suspected drunk driver. At the time, police officers in Baltimore City were not required to wear bulletproof vests.   After the shooting then Police Commissioner Donald Pomerleau ordered a feasibility study to determine if officers should wear bulletproof vests.
