The other is: does the Royal Canadian Navy actually have the personnel to crew that many ships? In February 2019, the National Post reported that not only was the RCN suffering from a 10-per-cent shortage of trained sailors but in some cases this shortfall amounted to 40 per cent, when sailors were not available for reasons such as training or medical problems. Added to this was that the navy was having trouble simply recruiting people.
