Helping more Dreamers go to college also would take spaces in classrooms that would otherwise go to Americans. Supporters of Mr. Biden‘s plan argue that Dreamers are in the country illegally through no fault of their own, grew up as Americans, and deserve the same access to higher educations as U.S. citizens. Mr. Biden‘s Pell Grants for Dreamers is contained in the $1.5 trillion discretionary budget he submitted on Friday. It comes as a surge of migrants, including more than 16,000 unaccompanied children, is forcing illegal immigration to the forefront of political debate.

Community colleges nationwide are bracing for another drop in enrollment this year, especially among students of color. Data from the National College Attainment Network shows only about 55% of high school seniors have applied for federal financial aid. And the National Student Clearinghouse Research Center reports in 2020 first-time enrollment was down 13% overall and almost 20% among Latino students. Paul Fiest, Vice Chancellor for Communications and Marketing at California Community Colleges, said the pandemic has severely disrupted potential students’ lives.

Alabama is now the fourth state to require high school students to complete the Federal Application for Federal Student Aid, or FAFSA, before getting their diploma. The state board of education okayed the change with a 6 to 3 vote at Thursday’s meeting in Montgomery. The graduating Class of 2022 will be the first to need to fill out the FAFSA in order to graduate. Students will have a way to opt out and still graduate by having their parents complete a waiver form. State Superintendent Eric Mackey told board members that other states with the requirement have seen a dramatic increase in the number of students applying for financial aid. Texas, Louisiana and Illinois also require FAFSAs, and others are considering similar requirements.
