Thank you for joining the House Foreign Affairs Committee hearing on May 12th titled, “Driving a Global, Whole-of-Society Response to Climate Action.” Tackling climate change takes more than just one person, one corporation, or one country. As you know, the State Department handles all Presidential permits for cross-border pipelines. In my home state of Minnesota, Enbridge is currently replacing over 337 miles of pipe in its Line 3 crude oil pipeline that runs from Alberta to Wisconsin. Line 3 was originally constructed in the 1960s with service starting in 1968 before the National Environmental Policy Act was enacted in the 1970s. When Enbridge sought to replace Line 3 in 2014, the State Department determined that the replacement project did not need a new Presidential permit. Understandably, there are some valid concerns

The future of Ocracoke Lighthouse, the second-oldest operating lighthouse in the United States, is in peril due to rising tides and damage done to the structure during the annual storm season.
The lighthouse opened in 1823 to help guide ships through the tricky waters of the Ocracoke Inlet off the coast of North Carolina.
The entire Ocracoke Light Station sits just 2 feet above sea level, and officials at the National Oceanic and Atmospheric Administration believe that number will reach zero in the next two decades. During Hurricane Dorian in 2019, water covered the bottom seven feet of the lighthouse and heavily damaged the keeper’s quarters.

President Joe Biden recently issued an executive order with the goal of “conserving at least 30 percent of our lands and waters by 2030.” Here’s another way to phrase that policy: Biden wants the federal government to control more land. Washington already directs the use of 28 percent of all land in America, but that’s not enough. Just like all government programs, federal land control starts out innocently enough until it grows bigger and entangles itself into more areas of your life.

So says the Biden administrationâs America the Beautiful report which lays the groundwork for confronting the entangled crises of biodiversity loss, climate change, and inequitable access to nature. The administration has set a goal of protecting 30% of Americaâs lands and waters for conservation by 2030 (30 x 30), and importantly has stated that it will set out to do so in a manner that is inclusive, driven by collaboration, and directed by science.
