Creecy slates environmental groups saying Eskom’s coal-fired stations emit dirty air By Bongani Nkosi Share Johannesburg - Environmental Minister Barbara Creecy has reacted with scorn to the labelling of Eskom’s coal-fired stations as dirty by advocacy groups taking the government to court over air quality. GroundWork and the Vukani Environmental Movement, sought an order forcing the government to implement its own plans to curb emissions and improve air quality in the coal-mining Highveld communities straddling Mpumalanga and Gauteng. These government plans were contained in the Highveld Priority Area Air Quality Management Plan, promulgated in 2007 by the then Minister of Environmental Affairs and Tourism.

EPA, Case No. 15-1465, struck down several provisions in EPA’s 2018 rule implementing the 2008 National Ambient Air Quality Standards (NAAQS) for ozone (the 2018 Implementation Rule) under the Clean Air Act (CAA). The court vacated three provisions of this rule, including (1) the ozone precursor interpollutant trading program; (2) an option for states to demonstrate reasonable further progress of NAAQS attainment through compliance with control measure requirements, rather than models based on actual emissions data; and (3) a provision allowing states to include already implemented measures as contingency measures in their state implementation plans (SIP). The court’s opinion vacating these three provisions has important implications for Colorado as it continues to confront ozone nonattainment along the Front Range.

  State Inaction on Coal Plant Emissions Endangering Public Health Denver Colorado is not in compliance with National Ambient Air Quality Standards for sulfur dioxide (SO2), a coalition of environmental groups charge.  The coalition is formally asking the U.S. Environmental Protection Agency (EPA) to resolve the state’s non-compliance with this air quality standard within thirty days or face litigation. In June, the coalition consisting of Public Employees for Environmental Responsibility (PEER), the Center for Biological Diversity and five other community groups asked the State of Colorado to modify the coal power facility permits to address – Excessive amounts of SO2 being pumped into Colorado’s air by the Pawnee, Craig, Comanche and Hayden Generating Stations;
