George Shultz, former secretary of state, dies at 100

Shultz earned his bachelor s degree from Princeton University in economics in 1942. After graduating, Shultz served in the Pacific theater as a member of the U.S. Marine Corps from 1942 to 1945, eventually becoming a captain. While stationed in Hawaii, Shultz met his first wife, Army nurse Helena O Bie O Brien, with whom he had five children. They were married for 49 years until her passing in 1995. He married Charlotte Mailliard, chief of protocol for the state of California, in 1997. After his military service, Shultz continued his studies at the Massachusetts Institute of Technology, where he earned a doctorate in industrial economics in 1949. Shultz was an assistant and, later, associate professor of economics at MIT until 1957, when he was appointed professor of industrial relations at the University of Chicago Graduate School of Business. How to Defend the Baltic States Since at least 2014, the United States’ National Security Strategy and almost every major US think tank has called attention to the parlous state of the North Atlantic Treaty Organization’s (NATO) eastern flank. There, some of NATO’s newest and smallest member states are threatened by an aggressive and revanchist Russian Federation. In particular, the three Baltic States Estonia, Latvia and Lithuania face powerful Russian forces with tiny armies and modest defense budgets. Despite presidential guidance contained in the US National Security Strategy, these frontline countries remain all but undefended. For Russian President Vladimir Putin, the prize is tempting: an opportunity, at low risk, to seize NATO territory and fracture the Alliance. As an urgent priority, Washington, as leader of NATO, should take on defense of the Baltics as a critical priority. Indeed, without effective defense, there can be no effective deterrence.

Our national security and foreign policy institutions are made up of remarkable professionals and patriots whose service and sacrifice are too often taken for granted and whose expertise has too often been sidelined or demeaned. For too long, we have asked our public servants to do more in an increasingly complicated and competitive world, with fewer financial resources and less support. Their experience, integrity, and professionalism have been severely tested. We have fallen short in ensuring that our national security workforce reflects and draws on the richness and diversity of the country it represents. And we have failed to ensure that our public servants have the necessary tools, training, and support to fully realize their potential.

The White House SUBJECT: Renewing the National Security Council System To assist the President in carrying out his responsibilities in the area of national security, I hereby direct that the National Security Council system be organized as follows. A. The National Security Council The National Security Council (NSC) shall be the principal forum for consideration of national security policy issues requiring Presidential determination. The functions, membership, and responsibilities of the NSC shall be as set forth in the National Security Act of 1947, as amended, and this National Security Memorandum. The NSC shall advise and assist the President in integrating all aspects of national security policy. Along with its subordinate committees, the NSC shall be the President’s principal means for coordinating executive departments and agencies in the development and implementation of national security policy, and in long-term strategic planning.
