Understanding the House s economic Cha-cha

By ERWIN COLCOL, GMA News Published January 13, 2021 8:25pm The House Committee on Constitutional Amendments on Wednesday resumed its deliberations on the proposed amendments to the restrictive economic provisions to the 1987 Constitution. The said amendments are contained in Resolution of Both Houses No. 2 authored no less than by Speaker Lord Allan Velasco. In resuming the so-called economic Charter change (Cha-cha), both Velasco and House panel chair Alfredo Garbin Jr. had one thing in mind: lifting the restrictions in the economic provisions in the Constitution would help the country rise from the impact of the COVID-19 pandemic. Still, some critics from both Congress and the public in general questioned the timing of the hearings amid the global health crisis, while others expressed fear that this would only pave the way for the introduction of political amendments to the Constitution like term extension for some elected officials or lifting their term limits.

PSA targets 26K household heads in Biliran for PhilSys registration

NAVAL, Biliran, Jan. 11 (PIA) For the first quarter of 2021, the office of the Philippine Statistics Authority (PSA) in Biliran province targeted to register at least 26,000 household heads from the low-income families of the province to the Philippine Identification System (PhilSys). Republic Act No. 11055 or the Philippine Identification System Act mandates the establishment of a single national identification system to register all Filipinos and resident aliens of the Republic of the Philippines. Renavil V. Cueva, Chief Statistical Specialist of PSA Biliran, informed that the Office of the President directed the National Economic Development Authority (NEDA) and PSA to fast-track the implementation of PhilSys to assist in the identification of qualified beneficiaries for emergency subsidy programs addressing the Covid-19 health crisis.

AO on competition policy pending at Malacanang

Published January 8, 2021, 6:00 AM The National Competition Policy (NCP), which has been adopted by the National Economic Development Authority (NEDA), is just awaiting approval by Malacanang for its implementation via an administrative order. The Philippine Competition Commission (PCC) reported the pending Malacanang approval of the NCP, which Joint Memorandum Circular (JMC) was signed with NEDA in July last year. Once approved by President Duterte, the NCP will be implemented across all government agencies and instrumentalities and is expected to red flag anti-competition practices in the country. The JMC enjoins government agencies to craft pro-competitive policies and interventions; promote competitive neutrality and review possible anti-competitive measures within the bureaucracy; strengthen the Governance Commission for GOCCs (GCG); and implement the competition law.
