India is mulling a new national strategy to strengthen the country’s cybersecurity amid allegations that Chinese intrusions may have affected operations at a key stock exchange and supply of electricity in the country’s commercial capital.

On February 28, Recorded Future, a Massachusetts-based company that studies how state actors use the internet, put out a report that the massive power outage in Mumbai on October 12 may have been the handiwork of a Chinese cyberwarfare campaign against India, meant to signal to New Delhi what China could do at a time when the Indian army was locked in a border standoff with the Chinese army.
No one, including Recorded Future, is fully sure whether the power outage was indeed the result of a Chinese cyberattack, but Chinese malware has been found inserted in systems related to the power grid, especially targeting four of the national power grid’s five Regional Load Dispatch Centres (RLDC).

Washington: At least one connection opened by Chinese state-sponsored hackers into the network system of an Indian port is still active, even as authorities block attempts to penetrate the South Asian nation’s electrical sector, according to the US firm that alerted officials.
As of Tuesday, Recorded Future could see a ‘handshake’ - indicating an exchange of traffic - between a China-linked group and an Indian maritime port, said Stuart Solomon, the firm’s chief operating officer. Recorded Future calls the group RedEcho and says it had targeted as many as 10 entities under India’s power grid as well as two maritime ports when the company first notified India’s Computer Emergency Response Team on February 10. Most of these connections were still operational as recently as February 28, Solomon said.
