The Government of National Capital Territory of Delhi (Amendment) Act, 2021, which gives primacy to the Lieutenant Governor (L-G) over the elected government in the city, has come into force. The provisions of the Act came into effect from April 27, according to a notification issued by the Ministry of Home Affairs (MHA). According to the legislation, the government in Delhi means the Lieutenant Governor and the city government will now have to seek the opinion of the L-G before taking any executive action. In exercise of the powers conferred by sub-section (2) of section 1 of the Government of National Capital Territory of Delhi (Amendment) Act 2021 (15 of 2021), the Central Government hereby appoints the 27th April 2021 as the date on which the provisions of the said Act shall come into force, the notification signed by additional secretary in the MHA, Govind Mohan, said.

Home Ministry notifies April 27 as implementation date of new law; LG opinion a must for administrative action
The Centre has now notified April 27 as the implementation date for the recently enacted law National Capital Territory of Delhi (amendment) Act 2021 that enhanced the powers of the Lieutenant Governor in the administration of Delhi while limiting the elected government’s powers in some respects.
Besides redefining “Government” in the laws passed by the Legislative Assembly of Delhi to mean the “Lieutenant Governor”, the new law stipulated that the opinion of the LG has to be sought for any executive action.

The Ministry of Home Affairs on Tuesday informed that the provisions of the Government of National Capital Territory of Delhi (Amendment) Act, 2021 came into force on April 27. In exercise of the power conferred by sub section (2) of Section 1 of the Government of National Capital Territory of Delhi (Amendment) Act, 2021 (15 of 2021), the Central Government hereby appoint 27th day of April 2021, as the date on which the provision of the said act will come into force, said a notification issued by the MHA.
The Act amended the National Capital Territory of Delhi Act, 1991.
Delhi’s Lieutenant Governor Anil Baijal is now the ‘government’ in the Union Territory as the Centre has notified the amended Government of National Capital Territory of Delhi (Amendment) Act, 2021 on Tuesday.
