The Fiscal Responsibility Commission has said ministries, departments and agencies of the Federal Government are withholding about N1.2trn.
The commission said this is according to audit reports of some MDAs and unaudited accounts of others.
The FRC also said MDAs have remitted operating surpluses of about N2.15tn since inception.
The commission, however, listed 32 MDAs that have yet to present their audit reports to it since since 2007 when it was established.
The Executive Chairman, Fiscal Responsibility Commission, Mr Victor Muruako, stated this at a press conference held at the National Assembly in Abuja on Wednesday.

The Fiscal Responsibility Commission (FRC) has accused about 32 government agencies of failing to remit their 80 per cent operating surplus to the Consolidated Revenue Fund (CRF), thereby hindering accurate determination of operating surplus liabilities and diminishing accountability and transparency in handling government revenue.
The commission said over N1.2 trillion in revenue was still being withheld by the defaulting agencies, keeping money away from government’s reach for funding of its budget.
The Chairman of the Commission, Victor Muruako, who spoke while briefing National Assembly correspondents Wednesday, said the agencies failed to submit their audited account to the commission to enable it calculate their operating surplus which is supposed to be paid into the Consolidated Revenue Fund of the Federation.

The Senate has revealed that the National Lottery Trust Fund has been robbed of almost N7 billion (NLTF).
Adeola Olamilekan (APC, Lagos), the chairman of the Senate committee on finance, highlighted the issue on Monday as part of an ongoing probe into MDA remittances between 2014 and 2020, as well as the payment of one percent stamp duty on all contract awards during that time period.
The committee also suggested that the agency broke the law by issuing a contract worth N1.12 billion for ‘Intervention Budget Distribution,’ which was requested in a March 12, 2014 letter.
According to Olamilekan, the agency declared N7 billion as internally generated revenue during the time under review, but further inquiry by the committee found that the money spent on good course was greater than the money reported by the agency as internally generated revenue (IGR).
