Myranda Fullerton, a meteorologist with the National Weather Service in Pittsburgh, said for a white Christmas to occur there must be at least an inch of snow on the ground.
The areas with the best chances of seeing a white Christmas, according to the National Centers for Environmental Information (NCI), include the Allegheny Mountains of Pennsylvania, West Virginia, most of Idaho, Minnesota, Maine, upstate New York, the Rockies and the Sierra Nevada Mountains.

All of the necessary ingredients to produce a monster nor easter came together in the Northeast this week, which triggered widespread disruptions, state of emergency declarations and a countless number of wrecks. Millions of people who were in the path of the snowstorm - in big East Coast cities like New York and Philadelphia - prepared then hunkered down in anticipation of what many meteorologists warned was going to be one of the biggest in several years.
The National Weather Service issued winter storm watches and warnings in parts of 13 states spanning from the mountains of North Carolina to the coast of Maine ahead of the storm. Heavy snow continues to spread northeastward into New England while parts of the interior mid-Atlantic see snow continue to pile up.
Speed restrictions and vehicle bans will be fluid throughout the storm. Beginning at 1 p.m., vehicles not allowed on affected roads include tractors without trailers, RVs and motor coaches, among others.
Tighter restrictions could begin at 4 p.m. and could include a 45 mph speed limit on affected roads.
NWS Meteorologist Pat Herald said the worst of the storm is likely to hit Wednesday afternoon.
“Morning rush hour will probably be OK,” Pat Herald said. “Afternoon is a different story. We expect it to be snowing pretty heavy then.”
Westmoreland County is gearing up for the predicted snowstorm.
Public Works Director Greg McCloskey said road crews are scheduled to work 12-hour shifts starting Wednesday morning to clear and treat the 52 miles of county-maintained roads.
