Detroit’s Election Commission voted Thursday to put the question of a revised city charter on the August ballot.
The charter revision question has been controversial, and sparked a battle between Detroit Mayor Mike Duggan and charter commissioners. Duggan argues some of the proposed changes would drain city finances, and put it back under state control.

The election commission voted 2-1 to advance the question, known as Proposal P, to the ballot. Detroit City Council President Brenda Jones and City Clerk Janice Winfrey voted yes, with corporation counsel Lawrence Garcia voting no.
Garcia argued the question shouldn’t make the ballot because Governor Gretchen Whitmer objected to certain provisions as being in conflict with state law. And he said charter commissioners failed to submit their final revisions before the May 11 deadline.

Detroit The Detroit Charter Revision Commission on Tuesday approved changes to its charter revision plan after Gov. Gretchen Whitmer rejected an initial proposal, citing legal deficiencies. We were definitely going to take a look at the comments we got back from the governor and Attorney General s Office to make any changes that we deemed appropriate, Commissioner Denzel McCampbell told The Detroit News after the vote during a virtual meeting.
The updates were expected to be forwarded to Whitmer s office soon, McCampbell said. Whitmer s office did not respond to requests for comment Tuesday night and Wednesday.
Detroit Mayor Mike Duggan should be certified for the August primary ballot because confusion over his campaign finance reports has been cleared up, City Clerk Janice Winfrey said Wednesday.
In a brief interview, Winfrey said it s very clear the mayor s name should be on the ballot because Wayne County Clerk Cathy Garrett issued a statement Tuesday night declaring Duggan s campaign finance reports are in compliance.
The agreement between city and county officials that Duggan s campaign finance reports are in order appears to nullify an attempt earlier this week from mayoral challenger Anthony Adams to derail Duggan s reelection effort by throwing him off the August primary ballot.
Benny Napoleon was real police, he knew what was going on in the streets, Duggan said.
Napoleon is popularly remembered for his work with the department s gang squad, a sector of DPD that has grown over the years thanks to Napoleon s influence, Duggan said. The building, located on Oakman Boulevard near Focus Hope, was purchased for $1 million from Focus:Hope and it houses DPD’s Organized Crime and Gang Intelligence Units. He enjoyed every minute of those 26 years that he dedicated to the Detroit Police Department, he enjoy giving back he enjoyed being a public servant, Napoleon s daughter, Tiffani Jackson, said at the conference Wednesday. He enjoyed doing everything that he could to keep the citizens of the city of Detroit safe. And he was really big on training and education. I just think that this building really ties everything together, when it comes to his public safety career and his law enforcement career.
