It certainly did not take new Dallas police Chief Eddie Garcia long to put his stamp on a controversial arrest policy. In a recent briefing to the City Council’s Public Safety Committee, Garcia announced that he is urging officers to issue citations for marijuana possession instead of making arrests when less than 2 ounces are involved.
Holyoke City Council seeks solutions to reduce city’s high asthma rate

HOLYOKE The City Council’s Public Safety Committee, health and medical professionals continue a push to reduce the city’s asthma rate, one of the highest in Massachusetts and the nation.
The committee held a virtual session Wednesday chaired by Ward 2 City Councilor Terence Murphy, whose constituents, particularly children, experience higher than average asthma rates.
Murphy said the goal was to improve the air quality for residents who suffer from the condition. Asthma also affects the public schools’ chronic absentee figures. Murphy has held a series of meetings on the subject.
Norwich The City Council Public Safety Committee started work on a plan to upgrade antiquated fire radio and dispatch system, a top priority in the new fire services study, and voiced support for a controversial idea to create a fire commissioner to oversee all fire departments.
The committee on Wednesday discussed the 194-page report by McGrath Consulting Group, released Feb. 16, for the first time Wednesday and started the process to obtain cost estimates for fire radios and upgrades to the dispatch system.
Committee Chairman Alderman Joseph DeLucia said much of the report will be reviewed methodically rather than as “a snowball running downhill,” noting the fire communications system is an immediate need.
