For Gatchalian, there are still “inconsistencies in its application” and in the “draft of its implementing rules.”
“The LTO (Land Transportation Office) has to take it to account na iba iba ang sukat ng mga bata (that children have different body sizes). Hindi mo pe-pwedeng lakihan yung kotse mo, parang mali naman ata na sagot ‘yun,” Gatchalian said over Teleradyo on Friday, Feb. 5.
Gatchalian’s remark came after the LTO expressed plans to finally implement the Child Safety in Motor Vehicles Act which requires the installation of appropriate child car seats in private vehicles for passengers aged 12 and below and shorter than 4’11”.

Quezon City Mayor Joy Belmonte and Investment Affairs Office head Joseph Juico signed the agreement with QPAX CEO Manolo Steven Ona.
The local government said that, with the new system, there would be no need for traffic enforcers to physically apprehend motorists, who break and disobey traffic rules and regulations.
Instead, a Notice of Violation will be sent to violators explaining their transgression.
The Notice of Violation will use pieces of evidence culled from CCTVs strategically placed in 15 primary roads of the city.
The local government added that the no contact apprehension system is going to be part of its program to help mitigate the spread of the coronavirus in the city.
The said areas are:
– No. 1 Salary Street in Barangay Sangandaan
– No. 54 Interior, Magsalin Street in Barangay Apolonio Samson
– and 9C, 9D, 97 La Felonila Street in Barangay Damayang Lagi
“These granular lockdowns are our immediate and proactive response to control the situation in these areas.” Quezon City Mayor Joy Belmonte said in a statement.
“Since last year, our special-concern lockdowns have been proven effective in controlling the spread of the disease among neighbors and families,” she added.
The Quezon City local government said that there are 60 families affected in the Agno Extension in Barangay Tatalon, while Salary Street in Barangay Sangandaan has five families under strict quarantine.
