Ambassador O Neal had a distinguished 32-year career in the U.S. Foreign Service serving in overseas assignments in Europe, South America, and Africa. She was the U.S. Ambassador to the Republic of Cape Verde from 2011 to 2015. O Neal also served as Deputy Chief of Mission at the U.S. Embassy in Lisbon, Portugal and Consul General in Rio de Janeiro, Brazil. On March 9, 2021, a pro-Al-Qaeda media group released a poster on its channels on Telegram and on the Al-Qaeda-operated Rocket.Chat, announcing that was seeking recruits with expertise in hacking, media raids , graphic and video design and editing, programming, and with providing jihadi supporters with social media accounts. It directed recruits to contact a Telegram bot.
