This week, Jamir Thompson of Yonkers pleaded guilty to second-degree murder. Thompson was 15 when he fatally shot 18-year-old Marilyn Cotto-Montanez as she walked down Morningside Avenue in Yonkers with her nine-year-old sister.
Thompson was trying to shoot another man but instead shot Cotto-Montanez, an innocent bystander, in the head, officials say.
“One young life was tragically lost and another young life was forever changed on this terrible day,” Westchester County District Attorney Miriam E. Rocah Rocah stated. “We will hold accountable those who commit acts of violence and continue to work on the scourge of illegal guns in our communities and fight to keep them out of the hands of young people.”

On Tuesday, Gov. Cuomo signed legislation expanding New York State s definition of telemarketing to include marketing by text message. Our consumer protections need to keep pace with technology and New Yorkers who have long been plagued by the nuisance of annoying calls from telemarketers now have to contend with unwanted texts attempting to sell them things they don t want, Cuomo said. This legislation closes this annoying loophole and will help ensure our laws are modernized to confront the needs of New Yorkers.
New Yorkers have protection against unwanted robocalls under state law, but texting was not previously defined as telemarketing, exempting it from those protections. This legislation closes that loophole, officials say.

On Monday, the Dutchess County Legislature authorized a land agreement and a $10 million request from Dutchess County Executive Marc Molinaro to begin work on creating a state-of-the-art Youth Opportunity Center in the City of Poughkeepsie.
The center, to be constructed at the former YMCA site on Montgomery Street, will be a multi-use facility that focuses on recreational, educational and healthy opportunities – both physical and mental – for youth, officials say.
The center also will be a fixture for County’s Path to Promise initiative that employs strategic ways to ensure all young people in Dutchess County have the assets they need to realize their full potential as they grow into young adults.
