On Friday, the Standing Committee of the National People s Congress, the nation s top legislature, passed the newly amended Animal Quarantine Law, which will come into effect on May 1.
The law covers all livestock and animals raised or captured by humans. It divides animal diseases into three kinds and requires a mandatory quarantine of animals that potentially threaten agriculture and human health.
The first improvement lies in the regulation of dog owners. According to the revised law, any person or organization who raises a dog must ensure the animal is routinely vaccinated, and register the vaccination certificate. Also, when walking a dog outdoors, the dog should have a valid registration card attached to its collar
China passes law authorising China Coast Guard s use of firepower against foreign vessels

Amid heightened tensions over maritime and territorial disputes in the South China Sea (SCS) Beijing has passed a law authorising the China Coast Guard’s (CCG’s) use of firepower – under certain circumstances – against foreign vessels in waters “under China’s jurisdiction”.
According to the new ‘Maritime Police Law of the People’s Republic of China’, which was adopted on 22 January by the Standing Committee of the National People s Congress, the CCG is now authorised to take “all necessary measures, including the use of weapons, when national sovereignty, sovereign rights, and jurisdiction are being illegally infringed upon by foreign organisations and individuals at sea, or are facing an imminent danger of illegal infringement”.

Tighter rules will help reduce risk of serious diseases jumping to humans
Trading of animals will be put under greater scrutiny for epidemic prevention and control and public health, according to a revised law adopted by China s top legislature on Friday.
Related departments such as health, rural affairs and wildlife protection at county level or above should establish cooperative mechanisms for the prevention and control of diseases that jump from animals to humans, according to the Animal Epidemic Prevention Law.
