Colin McNickle: Government-mandated sick leave bad idea

Chief Executive Rich Fitzgerald said that while he supports paid sick leave, the legislation did not originate where it should have with the county health board and likely was ripe for a court challenge. He has directed the board and Department of Health to promulgate the regulations. But government-mandated sick leave in Allegheny County still is a bad idea, says a researcher at the Allegheny Institute for Public Policy. And questions abound. “Will these proposed regulations be identical to the final version of the (vetoed) ordinance?” asks Eric Montarti, research director at the Pittsburgh think tank. “Or will they be substantially different from what the council approved?”

Aspinwall, Fox Chapel, Indiana, O Hara and Sharpsburg named Banner Communities

Several Fox Chapel Area municipalities were named this week as Banner Communities for their prudent finances, transparency and proactive communications. Allegheny County businesses with more than 25 employees will be required to provide paid sick leave under legislation county council approved Tuesday. “I believe this is the right thing to do,” council President Pat Catena said before the measure passed by a 10-4 vote. The bill was sent to county Executive Rich Fitzgerald’s desk. He has not indicated if he will sign it, but Tuesday’s vote is above the two-thirds majority needed to override a veto by Fitzgerald.
