Sivan, chairman, Indian Space Research Organisation (ISRO), has said. The proposal will be forwarded to the Cabinet shortly, Mr. Sivan, who is also secretary, Space Commission, said. He was addressing the eighth convocation of IIST via videoconference on Wednesday.
