Extreme weather can be a dog’s worst enemy if they are left outside without adequate shelter, food and water.
This was gruesomely highlighted during the winter snap in Texas in February that brought snow, ice and sub-freezing temperatures for days.
During the storms, Stacy Sutton Kerby with the Texas Humane Legislation Network (THLN) said their offices received hundreds of calls about dead or dying dogs that were left out in the cold.
The situation spurred on the THLN’s already dogged determination to get a state bill passed that would provide more protections for outdoor dogs.
The struggle to pass such a law is not unique this year and has been in the process for four Texas Legislative sessions.

HOUSTON - When it comes to current state law addressing chained dogs, the law is not in favor of the dog. They can be on the end of chains, they can be out in extremely hot or cold weather, and there’s really nothing to protect them, said Tena Lundquist Faust. This is a sheltering bill. What we want to do is provide adequate shelter to make these dogs safe.
