Administrative Law Judge Elizabeth H. Barnes, assigned to oversee the case of Transource Energy’s application, recommended on Dec. 22 to deny its approval and reject a settlement that would construct the high voltage transmission lines project in York and Franklin counties. “The applicant has failed to show need for the project within the meaning of Commission regulations and the Pennsylvania Public Utility Code,” Barnes wrote.
